What each certification actually certifies
The CISSP (ISC2) certifies deep technical breadth across eight domains - architecture, engineering, operations, risk - at a level where you can design and run a security program. The CISM (ISACA) certifies information security management specifically: governance, risk management, program development and incident management from an executive lens.
In short: CISSP answers 'can this person build and defend the environment?', CISM answers 'can this person govern the program and speak to the business?' Many CISO-track professionals eventually hold both.
